Refunds are reviewed before provider processing.
A refund requires verified payment, order mapping, review, and future provider confirmation. We do not mark refunds processed from frontend state.
Verified Payment First
Refund review starts only when a direct website payment is safely verified.
Provider Confirmation Later
Razorpay refund calls are placeholder-only right now. No real refund is created in this phase.
No Auto-Restock
Refund approval does not return items to sellable inventory. Inspection and admin approval are separate.
